Today, the Pension Fund is 33 years old, and 25 of them successfully operate with Medirent developments, in particular ICIS, as a vivid example of this.
The Pension Fund of Ukraine is 33 years old! One-click, and you have your pension processed. More than 40 electronic services: from the receipt of certificates to the application for pension assignation, 14,77 million users get assistance. During these years the Pension Fund has actively implemented digital technologies in all its fields of activity, providing Ukrainians with fast and convenient pension assistance services.
It all became possible thanks to the Integrated Complex Information System (ICIS) successfully implementing almost all the Fund's key processes. ICIS, developed by the Medirent company, is the largest project on the digitization of pension assistance in Ukraine. By the way, this December the development turns 25 years! We congratulate our partners on the double celebration and wish you new digitization achievements!
Let us recall the times when you had to go to the PFU territorial body and queue up to resolve any pension assistance issue. You would get a paper, proceed to the next cabinet, where you would wait for another paper or hand over the one you had got in the previous office. Such a quest in a state authority.
Now the data runs to the Pension Fund, not people! You can do everything just with your smartphone. Just in a few clicks the Ukrainians receive excellent pension provision services.
Owing to the ICIS, the PFU database has become one of the largest in Ukraine, processing a huge amount of information daily – more than 250 terabytes of data, which is 10 million pension receivers and 20 million employees. The system provides acceptance, processing of applications for appointment/recalculation, payment of pensions, housing subsidies, electronic document flow, analytical reporting, transfer of data on insured persons to other departments, online interaction with citizens thanks to Web portal and mobile application, and many other tasks.
ICIS is not just a soft but also a live pension fund ecosystem that facilitates the processes of pension provisions in Ukraine for pensioners, employees, employers, fund specialists, bank authority workers, and different state body representatives.
ICIS is:
- monthly accrual and payment of pensions for 10,5 million people
- more than 300 thousand yearly applications for pension assignation
- about 8 million services provided yearly by the PFU bodies
- 40 million record cards of the insured persons
- 7,10 million digitized pension cases
- 14,77 million Webportal users
- 1,1 million users of the mobile application "Pension Fund"
- 17 million formed disability sheets
- 1,2 million application for assignation/recalculation of housing subsidies and benefits
We can proudly say that Medirent's information systems change people's lives! "How?" you will ask. It's simple! Our IT development appeared to be an important step towards the modernization of the pension system in the country. Let us recall how it all started.
1998 - the first development for PFU: An automated system of personalized accounting of contributions to compulsory pension insurance. In simple words, Medirent created an electronic database to account for citizens' contributions to the pension system, which was enriched with information about wages, contributions, and experience for each insured person.
In 2003, the Register of Insured Persons appeared, thanks to which today we can get information about our experience, salary, and payment of contributions to the Pension Fund, starting from July 1, 2000, and sometimes from 1998. Moreover, information from the register is used automatically to assign pensions, subsidies, social benefits, hospitals, and other types of social support.
So basically, ICIS grew from a personalized accounting system and became a platform for the Ukrainian pension system.
In 2004, we developed and implemented a unique system of mass production and individualization of documents in the social sphere. We are talking about plastic pension certificates, which successfully replaced the certificates in the form of book and paper certificates. By the way, it's been a year since, due to the ICIS, the pension certificate became available for the citizens in the form of a digital document in the "Diia" mobile application. Pensioners can easily access their documents without having to bring them along.
Then we started working on the Webportal of electronic services of the Pension Fund development. This web source allowed Ukrainians to interact remotely with the PFU: to review their data accumulated in the Pension Fund, as well as form and present different applications. Nowadays, 14,77 million people are using the portal, and its functionality has increased to 40 electronic services. Every day, thousands of citizens appeal to the Web portal to get the necessary information and carry out different actions. The data is surprising: there were 4,37 million certificates with QR codes formed during 9 months, and 36,6 thousand certificates for pension recalculation were presented.
In 2016 the Medirent team took part in the creation of a new system for citizens' service and pension documents processing based on the centralised information technologies. This upgraded system of assignation and payment of pensions not only has changed the paper document exchange in the Pension Fund but also allowed the citizens to apply for assignation/recalculation and pension payments to any of the Fund's directions regardless of their place of residence. The provision of services on the principle of extraterritoriality has acquired special importance under martial law when millions of citizens are forced to leave their homes.
In the last few years, within ICIS, we have started a project to create and implement a retroconversion system in PFU, namely:
- created the Automated System for Digitizing Archives of Pension Files and Storing Electronic Documents, which is adapted to the specific needs of a state institution and built into its general IT landscape
- made the transition to paperless technologies in all PFU processes ("PaperLess"), ensuring the effective use of electronic pension files (EPF) in the appointment and payment of pensions
As a result, there are 7,10 million pension cases digitized, which is hundreds of terabytes of the electronic archive. Today, due to the successful project implementation, the Ukrainians have access to their pension case in any PFU service center regardless of their place of residence or online through the Fund web portal.
Increasing the amount of digital information reliable protection becomes an important issue to ensure. So, in 2019, we implemented a large-scale project to modernize the integrated information protection system of the information and telecommunication system of PFU. Today, we are proud that our approach to information protection helps the Pension Fund overcome current threats.
Our next IT solution for PFU was the Electronic Register of Disability Certificates (ERDC). ERDC automates all processes related to registration, accounting, and payment of sick leave, and most importantly allows you to receive assistance easily. Thus, as of October 01, 2023, more than 17 million electronic disability cards were formed.
This is only a part of our developments in cooperation with the Pension Fund, which successfully functions thanks to ICIS and facilitates the processes of providing pension services.
