The Unified Social Registry (USR) is a nationwide centralized database that contains information about recipients of social support in Ukraine.

Developed by Medirent as a core subsystem of the Unified Information System of the Social Sphere (UISSS), the USR is designed for the collection, processing, storage, and management of data on individuals who receive or are entitled to social assistance.

The registry is one of the key information resources for Ukraine’s executive authorities, significantly enhancing the efficiency of social sector management.

A Human-Centered Approach

The implementation of the USR enabled, for the first time, a human-centered approach in state social protection. This approach provides a comprehensive view of all aspects of an individual's social support, in contrast to outdated siloed models that treat assistance, benefits, subsidies, and pensions separately.

First, the system collects diverse information about a person — personal data, statuses, records of received social support. The accumulation of such comprehensive data allows for more effective and targeted support, reducing both financial and administrative costs in the social sector while preventing misuse.

Technical Framework

Data relevance and accuracy in the USR are maintained through UISSS operations and data exchange with other state information systems via Trembita, the electronic interaction system for state information resources. The registry currently holds information on over 5 million recipients of various types of social support.
