The Unified Information System of the Social Sphere (UISSS) is a comprehensive system designed to automate all areas of social support provided by social sector institutions within a single information environment and technological platform.
UISSS was developed as part of the Social Sphere Digital Transformation Strategy, approved by the Cabinet of Ministers of Ukraine in October 2020. The project launched in pilot regions in 2021, and since 2022 the system has been operating nationwide.
As of July 2025, UISSS covers:
- 17 types of social assistance programs
- 12 data exchanges with state registries and systems
- Integration with Diia (for applying for IDP assistance and child adoption benefits)
- Digital modules: social services, case management, and E-potential
- Launch of the Ministry of Social Policy’s Social Portal for remote interaction with citizens
The system is in use across all regions of Ukraine, with over 15,000 social sphere professionals as active users. UISSS continues to evolve, adapting to new societal and governmental needs.

UISSS consists of over 30 general and specialized subsystems, including:

To ensure system operation, a dedicated Data Processing Center was built based on Oracle solutions. Additionally, UISSS features a comprehensive information security system certified by state authorities.
International Recognition
- EUROPEAN SOCIAL SERVICES AWARDS 2023: UISSS was recognized as the Best Project in Social Service Delivery in Europe for its technological solution enabling the assignment, calculation, and payment of housing assistance to internally displaced persons (IDPs).
- ZERO PROJECT 2024: For its innovation in the field of inclusivity, UISSS was honored with the Zero Project Award 2024.
- STAAR 2024: An international study on the Socialprotection.org platform recognized UISSS as an example of successful digital transformation in social protection and a valuable model for other countries.
