As part of a project implemented by the company Medirent, an Automated Pension File Retroconversion System was developed — a large-scale specialized solution for digitizing the archives of the Pension Fund of Ukraine (PFU) and transitioning to a fully digital document workflow.
The system is built on a universal retroconversion technology, tailored to the specific needs of the PFU and integrated into the Fund’s overall IT landscape. It is an essential component of the Integrated Complex Information System (ICIS) of the PFU.

The system’s core purpose is the mass conversion of paper-based pension files into electronic format. However, the scope of the project was expanded to:
- Implement a full transition to paperless processes ("PaperLess") across all Fund operations
- Ensure the effective use of Electronic Pension Files (EPFs) for pension assignment and payment
- Integrate the digital archive into PFU’s current services to enhance service speed and quality for citizens

Scale and Implementation Results
- Number of retroconversion centers: 32 regional facilities across the country
- Volume of archives: Over 9.5 million pension files subject to digitization
- As of January 1, 2025:
- — 8.78 million files digitized
- — 7.23 million files validated
- Volume of the PFU Central Electronic Archive database: Over 150 TB
