“eMalyatko” is a comprehensive online service for parents of newborns, available on the portal of public services “Diia”. The service consolidates 10 government services from various state authorities related to the birth of a child into a single application. These services include:
- State birth registration and issuance of a birth certificate
- Assignment of financial assistance at childbirth
- Registration in the State Register of Taxpayers, among others.
A key element of the project was the integration with the State Register of Civil Status Acts (SCSAR) — the foundational system that initiates all subsequent services, as birth registration is the essential administrative event.
Within the project, the Medirent team ensured
- modernization of the SCSAR to ensure registration and processing of birth applications in the registry
- development of web services and web clients for integration into the service infrastructure, namely for receiving applications from the “Diya” portal, exchanges with the State Tax Service, the State Migration Service and the Ministry of Social Policy of Ukraine to ensure the provision of services declared in the application
- setting up electronic information interaction through the System of electronic interaction of state electronic information resources “Trembita” between the SCSAR and information systems of other central executive bodies, in particular the Ministry of Social Policy, the State Tax Service, etc. - with the implementation of 6 necessary interdepartmental exchanges within one service
“eMalyatko” has become a flagship example of digital transformation of administrative services in Ukraine, demonstrating seamless integration between state information systems.
