The Register of Insured Persons (RZO) is one of the key state registers of Ukraine, which provides a centralized record of all citizens covered by compulsory state social insurance.

RZO was developed by Medirent as a functional subsystem of the Integrated Comprehensive Information System of the Pension Fund of Ukraine. The register is used in all processes of granting pensions, payments, and compensations, and is also a source of data for other government agencies. It is a fundamental digital database that ensures transparency and accuracy in the social insurance system.

The RZO Contains

Multi-factor, comprehensive data that reflects an individual’s status within the mandatory state pension insurance system and, to a large extent, within the broader social protection framework. Specifically, it includes:

  • Basic personal (identification) data of the insured person
  • Insurance category of the person (e.g., employee, private entrepreneur, self-employed individual, pensioner, unemployed person, social benefit recipient, etc.)
  • Data on the insured person’s accumulated insurance record (service period)
  • Information on periods of employment
  • Details of reported wages/income used for calculating insurance benefits and insurance record
  • Information on hazardous or special working conditions granting pension or insurance privileges
  • Amounts of voluntary contributions made under voluntary participation agreements
  • Amounts of additional payments to meet the minimum insurance contribution, as stipulated by Article 24 of the Law of Ukraine "On Mandatory State Pension Insurance"
  • Data from the electronic pension file
  • Records of benefits received under other types of mandatory state social insurance
  • Data from the electronic employment record (e-workbook)
  • Information from the Electronic Register of Sick Leave Certificates
  • Records of documents issued by the Pension Fund of Ukraine to the person (e.g., certificate of mandatory state social insurance, paper or electronic pension certificate)
  • Digitized copies of the individual’s documents submitted to the Pension Fund and verified accordingly
One of the key sources for populating the Register of Insured Persons is the reporting submitted by insurers (employers), which includes details on accrued insurance contributions and information on their payment.
Based on the data stored in the RZO, citizens can obtain:

— contains information on insurance status, accumulated insurance record, employer details, periods of employment, reported wages/income, special working conditions, voluntary contributions (under voluntary participation agreements), pension file data, and records of other types of mandatory state social insurance benefits.
OK-5 Certificate
— on the amount of earnings, insurance contributions and length of service taken into account when granting a pension (generated for any period starting from 2000)
OK-7 Certificate
— to confirm the insurance period in cases of, for example, sick leave or unemployment benefits (generated since 2011)
